Public University — Bachelor’s (Licence)
€2,770 per year (approximately ₹2.5 lakhs). The French government subsidises two-thirds of the actual cost of your education — you pay only the remaining third.
Public University — Master’s
€3,770 per year (approximately ₹3.4 lakhs). This is for most Master’s programmes at public universities. Some fee waivers bring this down to EU rates of €170–380/year for exceptional students.
Public University — PhD / Doctorate
€397 per year. Effectively free. Non-EU doctoral students are not subject to the differentiated (higher) fee structure — they pay the same rate as French students.

Scholarships for Indian Students in France
France offers some of the most generous government and university scholarships available to Indian students anywhere in the world. These are the most important ones to know:
Eiffel Excellence Scholarship — French Ministry of Foreign Affairs
What it covers: Monthly stipend of €1,181 for Master’s students (approximately ₹1.07 lakhs/month) and €1,700 for PhD students. Also covers international transport, national transport, insurance, accommodation search assistance, and cultural activities. Note: tuition fees are not covered — but public university tuition is already low.
Who can apply: Master’s applicants under 30 years old. PhD applicants under 35. Must apply in one of three priority fields: Engineering Sciences, Economics and Management, or Law and Political Science (Master’s only — PhD is open to all fields). Indian students are a priority nationality.
How to apply: You cannot apply directly. Your French university nominates you. Apply to your university first — then ask the international office to nominate you for Eiffel. About 400 Master’s and 70 PhD scholarships are awarded worldwide each year. Focus on universities with strong Eiffel nomination track records: Sciences Po, HEC, ESSEC, Polytechnique, ENS, Paris-Saclay, Sorbonne.

Eligibility and Admission Requirements
Bachelor’s Degree (Licence)
Academic: Class 12 (10+2) from a recognised board with minimum 60% aggregate. Science stream required for Engineering, Medicine, and Sciences. Some programmes require 70%+ for competitive intakes.
English Proficiency: IELTS 6.0–6.5 or TOEFL 80–90 for English-medium programmes. For French-medium programmes: DELF/DALF B2 level or higher. Some universities accept MOI certificates — check individual programme requirements.
Note: French public universities use a merit-based system through Parcoursup (for some first-year programmes). The Études en France (EEF) platform on Campus France is the main application route for Indian students.
Master’s Degree
Academic: Bachelor’s degree (3 or 4 years) from a recognised Indian university with 60%–70% aggregate. A relevant undergraduate field is preferred. For competitive programmes (HEC, Sciences Po, Polytechnique): 70%+ and exceptional profile expected.
English Proficiency: IELTS 6.0–7.0 or TOEFL 80–100 depending on the university and programme. More competitive Grandes Écoles may require higher scores.
Additional requirements for business schools: GMAT (typically 600–700+) or GRE for MBA and finance programmes. Work experience of 2–5 years preferred for MBA (not required for MIM). TOEFL preferred at US-aligned schools.
PhD / Doctorate
Academic: Master’s degree or equivalent in the relevant subject. Must find a thesis supervisor at a French institution before applying. Research proposal required.
Fees: Just €397/year. Doctoral students are not subject to differentiated (higher) non-EU fees. Many doctoral positions also come with a monthly research salary (ATER or contract doctoral) of approximately €1,400–€1,800/month.
How to Apply — The Campus France Process Explained
France has a unique application system that is different from every other country Indian students apply to. Unlike the UK or Germany where you apply directly to universities, France requires Indian students to go through Campus France — a government agency that validates your application before you can apply for a visa. Understanding this process is essential.
Important for Indian students: Campus France registration is MANDATORY. Without completing the Campus France process and attending the interview, your visa application cannot proceed. Start this process at least 8–12 weeks before your course begins.
Step 1 — Research and Apply to Universities
Browse programmes on the Études en France (EEF) platform at pastel.diplomatie.gouv.fr/etudesenfrance or directly on university websites. Apply to 3–5 universities to maximise your chances. Check specific deadlines for each programme — September intake applications typically open November–January and close January–March.
Step 2 — Register on Campus France India
Create an account on the Campus France India portal at inde.campusfrance.org. Fill in your personal and academic details. Upload your documents — academic transcripts, passport, statement of purpose, language scores, and admission letter if already received. Pay the Campus France fee: approximately ₹18,000. This is mandatory and non-refundable.
Step 3 — Attend the Campus France Interview
After your online file is reviewed, you will be called for an in-person or online academic interview at a Campus France office in India (New Delhi, Mumbai, Bengaluru, Chennai, Kolkata). The interview is conducted in English and focuses on: Why France? Why this university? Why this programme? What are your career plans? It is not a difficult interview — but you must be well prepared, know your chosen course well, and articulate your study project clearly and confidently.
Step 4 — Receive Campus France NOC
Once the interview is complete and your file validated, Campus France issues a No Objection Certificate (NOC). This is required before you can apply for your visa. The Campus France file number is also required on the France-Visas application.
Step 5 — Receive University Admission Letter
Once your chosen university confirms your admission, you will receive an official letter of acceptance. For some universities, this comes before Campus France; for others, after. Ensure all letters are official, signed, and stamped — they are required for your visa application.
Step 6 — Apply for Visa Through France-Visas and VFS
With your Campus France NOC and admission letter in hand, proceed to the visa application stage explained in full in the next section.
France Student Visa — VLS-TS Complete Guide for Indian Students
Indian students studying in France for more than 90 days must apply for a Long-Stay Student Visa (VLS-TS — Visa Long Séjour valant Titre de Séjour). This visa acts as both your entry visa and your residence permit for the first year. It is applied for through the official France-Visas portal and submitted at a VFS Global centre in India.
Documents Required for VLS-TS Student Visa
✓ Valid passport — must be valid for at least 3 months beyond your intended stay. At least 2 blank pages. Must have been issued within the last 10 years.
✓ Campus France NOC — No Objection Certificate issued after completing the Campus France process. Your Campus France file number must be on the France-Visas application form.
✓ Official admission letter from a French university or Grande École confirming your acceptance into a programme.
✓ Financial proof — bank statements showing a minimum of €615 per month for the full duration of your study period. For a 10-month year: minimum €6,150. Can be your own account or a sponsor’s account with a letter of financial guarantee.
✓ Health insurance — valid international health insurance covering your stay in France. French national health insurance (Sécurité Sociale) will be available to you in France, but insurance is required for the visa application.
✓ Proof of accommodation — university residence hall booking or private rental agreement in France for at least the first few months.
✓ Academic transcripts — Class 10, Class 12, and all years of Bachelor’s/Master’s as applicable. Must be translated into French or English if in another language.
✓ Completed visa application form — filled out on the official France-Visas website (france-visas.gouv.fr). All details must match your passport exactly.
✓ Recent passport-size photographs — as per French consulate specifications.
VLS-TS Visa Application — Step by Step
Step 1: Complete Campus France process (mandatory). Receive your NOC and Campus France file number.
Step 2: Create an account at france-visas.gouv.fr. Select “Long-stay student visa” (VLS-TS). Fill in the online application form with your personal details, Campus France file number, and university information. Upload all required documents. Generate and download your completed application form.
Step 3: Book a VFS appointment. VFS Global processes French visa applications in India at five locations: New Delhi, Mumbai, Kolkata, Chennai, and Bengaluru. Book your appointment on the France-Visas portal. Apply at least 8 weeks before your course start date.
Step 4: Attend your VFS appointment with all documents — originals and photocopies. Submit biometric data (fingerprints and photograph). Pay the visa fee: €99 for VLS-TS (approximately ₹9,000). Plus VFS service charge.
Step 5: Wait for processing. Typically 2–8 weeks. The French consulate may contact you for additional documents. Track your application through VFS.
Step 6 — After arriving in France: Validate your VLS-TS visa online within 3 months of arrival at administration-etrangers-en-france.interieur.gouv.fr. This validation converts your entry visa into a residence permit. A small online fee applies. This is mandatory — failure to validate means you cannot renew or extend legally.
After Year 1 — Carte de Séjour: If your programme is longer than 1 year, apply for a multi-annual Carte de Séjour (residence permit) at the prefecture 3 months before your VLS-TS expires.
